Old Lyme Board of Selectmen
Regular Meeting Monday, May 18, 2009

The Board of Selectmen held a regular meeting at 4:00 P.M. on Monday, May 18, 2009 in the Meeting Hall at the Old Lyme Memorial Town Hall. First Selectman Timothy Griswold, Selectman Skip Sibley and Selectwoman Bonnie Reemsnyder were present.

1.  Approval of Minutes: 4 May 2009 (Regular)
The minutes of the regular meeting on May 4 were reviewed. Selectman Sibley moved to accept the minutes as presented and Selectwoman Reemsnyder seconded the motion. SO VOTED.

2. Communications
        a. Peter Eio – Thanks for Sill Lane Drainage
Selectman Griswold read a letter from Peter Eio thanking the town for installing the drainage on Sill Lane.

3. Appointments: None
                
4. Old Business:
        a. Town Budget Meeting – Changed to Tuesday 26 May @ 7:30 PM Middle School Auditorium
Due to a problem with the timing of the legal advertisement in the Day newspaper, the Annual Town Budget Meeting will be held on Tuesday May 26 at 7:30 PM in the Middle School Auditorium rather than on Monday May 18th.

        b. Bus Barn – Zoning Public Hearing on 8 June
There will be a Zoning Commission Public Hearing on June 8. If the project is approved, the Board of Selectmen will call for a Special Town Meeting to request approval of funds to construct the Bus Barn facility.  The meeting could be held in July.

        c. Church Corner Project – Update
The bids were opened and American Industries was the apparent low bidder at $329,000. The Town’s engineer is reviewing all the bids for accuracy and will perform reference checks.  American did the Lyme Street repaving job and performed well. There will be a Clerk of the Works to oversee the project. We are expecting bids on the drainage portion of the project, which our engineer has estimated will cost about $16,000.

        d. Public Works Garage Committee – Bids due 21 May
The bids for the roof and siding are due on May 21. There have been 3 contracts awarded for the project so far for:  the generator, the boiler and related plumbing and the garage doors.



        e. Police Hiring Process – Update
Six candidates will be interviewed by the hiring board on May 21. David Griswold, three other municipal police officials and First Selectman Griswold will constitute the board and will conduct the oral portion of the interviews.

5. New Business:
        a. State Police Contract – 1 July 2009 to 30 June 2011 – Approve Resolution
The two-year contract with the State Police is coming up for renewal on June 30th. The contract is a standard one and provides the town with two State Troopers. The town has historically paid 70% of the total cost and 30% is paid by the State. That percentage may increase to 85% next year and 100% in the year after. There is also discussion about increasing the town’s cost of overtime work performed by State troopers outside of the contract. The town would be charged the overtime rate plus 53%, to pay for fringe benefits. There was a discussion about this charge and First Selectman Griswold will get more details before the next meeting, at which point the Selectmen will vote on the Resolution.

        b. Dept. of Emerg. Management & Homeland Security – Memorandum of Agreement Resolution
Selectman Griswold read a Memorandum of Agreement between the Old Lyme (Office of Emergency Management) and State of CT Department of Emergency Management and Homeland Security. Old Lyme will receive a new STOCS radio system which will be shared with the Valley Shore emergency management personnel.  The system will improve interoperable communications (police, fire ambulance and emergency management) in several towns and will help personnel communicate on one frequency during an emergency. There is no cost to the town and the unit will be kept in Old Lyme.

Selectwoman Reemsnyder made a motion to adopt a resolution to authorize First Selectman Timothy Griswold to sign the memorandum of agreement for the STOCS radio system. Selectman Sibley seconded the motion. SO VOTED.

        c. Probate Court Consolidation – Update
There has been a lot of discussion at the State level about consolidating the probate courts so that each court will serve a population of at least 40,000, in order to reduce costs. The State is hoping for voluntary cooperation and wants the towns to decide on how to consolidate. There are two possibilities for Old Lyme. One is to consolidate with some or all of the Lower CT Valley Selectmen’s Association towns and decide where the court will be located. The second possibility is consolidate with East Lyme, Colchester and Salem to make up the 40,000 population requirement. Waterford and New London are already working together.

7. Other Business:
First Selectman Griswold mentioned that the Memorial Day Parade will be on Monday, May 25, at 11:00 AM on Lyme Street.

The WWII Veterans ceremony will be held sometime in July.

A letter to the Sound View Beach Association residents is almost ready to be sent out to remind them of the rules and regulations and to ask them to report marine violations on an enclosed DEP form. Selectwoman Reemsnyder asked to have a copy of the letter at the Town Budget meeting so that the Selectmen can review it and make suggestions. She also suggested giving a copy of the letter to the Sound View Beach Commission Formation Committee so that the members can see what is going out to the Sound View residents.

Selectman Sibley moved, Selectwoman Reemsnyder seconded, to adjourn the meeting at 5:06 PM. SO VOTED.
